President Thomas E. Stinnett called the regular meeting of the Riegelsville Borough Council to order at 7:00 p.m.  Following the Pledge of Allegiance roll call was taken.  PRESENT:  Edward Bartosiewicz, Thomas Stinnett, Kathleen Weiss and Rich Strawn. ABSENT: Steve Lance, Mayor Todd Myers and Solicitor William T. Dudeck.

            R. Strawn motioned to approve the minutes of the June 13, 2007 Council Meeting.  K. Weiss seconded.  Unanimous.

                         

CORRESPONDENCE

            A letter was read from Prudential Financial.  Borough resident and Recreation member Joseph Evanowski has won a Prudential CARES Volunteer Grant for volunteer service with the Riegelsville Recreation Board.  The Recreation Board received a $250.00 check in honor of Joe’s work.

            A letter was read from the Riegelsville Zoning Officer Robert Bordeaux to the Zoning Hearing Board in reference to the appeal of Tax Parcel #38-006-196, 1212 Easton Road.  The applicant is being denied due to the fact that the lot is undersized and does not meet the dimensional requirements for a B-1 use in an R-1 District and the percentages of impervious surface and building coverage already exceed the minimums allowed by the Zoning Ordinance.

            A letter was read from Riegelsville Zoning Officer Robert Bordeaux to the Zoning Hearing Board in reference to the appeal of Tax Parcel #38-006-057, 919 Easton Road.  The applicant is being denied due to the fact that the property was an existing commercial, nonconforming use in the R-1 District, but that use was ceased well over one year and under Article XIV, Section 1403,1405 and 1406 that use reverts back to the requirements of the district it is in.

            A letter was from Borough Solicitor Bill Dudeck in reference to the “Borough of Riegelsville v. DeBartolo”.  In accordance to the Riegelsville Ordinance #187 Mr. DeBartolo is required to provide proof of registration and inspection for each of the motor vehicles.

            An invitation was read from The Lower Delaware Wild & Scenic Management Committee to attend their next meeting on Thursday July 19th at 7:30pm at the Tinicum Township Municipal Building.

            A letter was read from Bucks County Conservation District project engineer Michael Hunter in reference to Parcel # 38-3-4 Patrick Johnsen, Poplar Road.  This referenced permit authorizes the discharge of storm water from the construction activity described in the final erosion and sedimentation control plan and Notice of Intent (NOI).

            An invitation was read from Friends of The Delaware Canal addressed to Council members to join their bus trip from New Hope to Easton on Sunday July 22, 2007 from 1pm to 4pm.

           

REPORTS

            Mayor – Absent

            President- T. Stinnett wanted to remind everyone about Community Day on Saturday at 5pm featuring the movie “Charlottes Web”.  R. Strawn said everything is ready but they could really use some help the day of the event. 

CITIZENS COMMENTS- Bob Rainey asked where Community Day will be if it rains.  R. Strawn said it will be held at the Riegelsville Firehouse.

                 

COMMITTEE REPORTS

Community Affairs – Comments from the citizens:  None Expressed.

 Allen Madnick and Walter Wooden members of the Zoning Hearing Board presented the Borough Council recommendations to update the “Notice of Appeal” applications and increase the fees.  T. Stinnett asked if they would put together an application for the Council to review.

            The Downtown Revitalization Committee met on May 23, 2007 and renamed itself “Riegelsville Enhancement Committee”.  The mission statement is “Develop and implement plans for the preservation and enhancement of the Riegelsville Community”. 

            Steve Lance reported the EMS is going through needed staffing changes.

            Ed reported that the Library has given Sherry a new list of members so at the next Borough Council meeting they will be appointed to the board. Remarks: Nancy McEvoy is getting her list together and will get it to Sherry.

 

Utilities - Comments from the citizens:  None expressed

            Borough Council decided to continue with Dale Wood for the Boiler maintenance contract of $255.00.  Council would like to see Werley do a one time maintenance on the boiler for a maximum of $350.00.  Sherry will contact them.

            T. Stinnett showed Council an article from the Intelligencer “Pouring water over growth”. Water might be able to do what increased traffic and shrinking green space has not- curtail development.  Sherry will copy this for Council.

             Bucks County has revised the Municipal Waste Management plan so the borough will revise the ordinance.  The Borough Solicitor is looking over the ordinance and then it will be on the August 8th Council agenda.

            T. Stinnett asked Sherry to call around to get a quote on the Moll property (Durham Road) Appraised.

            Council asked Sherry to send letters to invite the business owners and the near by property owners to the Community Affairs meeting to discuss the replacement of the Canal Bridge and the new Pedestrian Bridge. Remarks: Sherry sent letters out on 7/2 to invite them on 7/18 and also to Council on 8/8 (PennDot will be attending too)

UNFINISHED BUSINESS-

                Approval to advertise the Municipal Waste Ordinance #212. K. Weiss motioned to approve.  E. Bartosiewicz seconded. Unanimous

            Allen Madnick presented an updated application Riegelsville Zoning Hearing form and Council said that they should start using it now.  The county web-site should be added to the application.

            Approval for A.B.E proposal to finish the paving at the park with the CDBG Grant.  E. Bartosiewicz  motioned to approve.  R. Strawn seconded.  Unanimous

            Approval of Check for $935.25 to Boucher & James for Open Space. E. Bartosiewicz motioned to approve.  K. Weiss seconded.   Unanimous

                Approval to have Belson Associates to do an appraisal of the Moll property cost is $350.00.  R. Strawn motioned to approve. E. Bartosiewicz seconded.  Unanimous

           

 

NEW BUSINESS

             

            Appointment of Greg Ort as an alternate to the Code of Appeals Board. R. Strawn motioned to appoint.  E. Bartosiewicz seconded. Unanimous

            Community Fire Co. #1 is asking for donations to their September 8th Bluegrass Festival.  T. Stinnett said the Borough will be sending them their yearly donation within the next few months.

            M&R Services offers portable hydro-pneumatic water tanks in case the Borough should need a water source due to an emergency.  Sherry asked if we could add this to our Emergency plan folder.  Council said yes, but could Sherry get more info from them.

            Approval to proceed with Selective Insurance renewals for the Borough.   E. Bartosiewicz motioned. R. Strawn seconded.  Unanimous

            Approval to join the Bucks County Consortium Salt Bid E. Bartosiewicz motioned  K. Weiss seconded.  Unanimous

            T. Stinnett said that on Tuesday July 3, a water line was cut during an installation of a new utility pole on Church Road.  The pipes were not on the map.  The water had to be turned off to Edgewood in order to fix the pipes.  2 curb stops were put in.  Matt is to put a map and description together to show how the lines run.  The Borough will look into the possibility of an easement.
